Policy-driven based initiative? HEEELLLP!?

I am taking a course on criminological theories and my assignment says.. "You have been selected to present a theoretical policy-driven based initiative (WHAT THE HECK?) to a local governmental entity" We are to utilize a theory of our choice, but I'm not quite sure I understand what I'm supposed to be doing here?! I've emailed the professor but have yet to receive a respons :/
